The Office of Operational Excellence (OpEx) strategizes, coordinates, and directs the activities of departmental plans including
the Strategic Plan,
the State Health Assessment,
the State Health Improvement Plan,
the Quality Improvement Plan and its linkages to
the Performance Management System, and assists in the creation of
the Workforce Development Plan; directs the coordination of maintaining
Public Health Accreditation; and
houses the Health Equity Office.

Primary Health Care practitioners (family physicians, pediatricians, internists, obstetricians, and dentists;
along with certified nurse midwives, physician assistants, and certified registered nurse practitioners)
provide the basis for access to the health care system for most people.
This fundamental role makes it especially important to continually assess and assure both a sufficient supply of primary care practitioners, and an appropriate level of access to primary care, regardless of ability to pay for services.
