The Council of Spanish Speaking Organizations, Inc. (Concilio), is a non- profit, 501(c)(3) corporation founded in October 1, 1962, by a group of Latino leaders concerned about the multiple problems confronting the Latino community. Corrosive discrimination, lack of Latinorticipation in government, policy making and service institutions were some of the barriers stifling Latino community development 47 years ago.
