Responding to Natural Disasters and Storms Many regions of the country are currently impacted by severe storms and natural disasters. These events may leave households without heat or electricity, impact accessibility to services and essentials, and cause damage to homes and shelters. For older adults and other at-risk populations, the loss of utilities and safe housing can exacerbate health conditions. Legal assistance, elder rights, and aging services providers can mobilize to assist before, during, and in the aftermath of these weather emergencies.
Pro Bono Net, Equal Justice Works, and Lone Star Legal Aid have announced a new Practicing Law Institute (PLI) CLE program for pro bono managers, volunteers, and nonprofit legal aid professionals responding to the impact of climate disasters around the country. The new program, New Developments in Climate Disaster Response & Resilience, supplements last year’s program,Current and Emerging Issues in Disaster Response:Legal Strategies and Practices for Helping Survivors offers a comprehensive overview of the legal landscape after a disaster. The new program materials and segment recordings are available at no cost (requires creating an account to access the program) and will be available on-demand for one year.
NCLER Resources:
NCLER: Preserving Access to Utility Service: This tip sheet lists steps that can help households keep the utilities on, including in situations where there is a disconnection risk during a period of extreme temperatures. NCLER: Addressing Housing Issues Facing Older Adults Following a Natural Disaster: This training and accompanying FAQ discusses common housing issues faced by homeowners and renters following a natural disaster, and tips for how advocates working with older adults can assist them pre-disaster. NCLER: Quick Tips to Help Older Homeowners Access Insurance Benefits after a Disaster: This practice tip provides information on advising older homeowners to file insurance claims. NCLER: Legal Services and Disaster Assistance for Older Adults: This collection of resources is for legal assistance providers and advocates working with older adults during and after a disaster. NCLER: Advancing Equity Evaluation Worksheet: Marginalized communities may be underserved in disaster preparation and recovery. This worksheet provides steps programs can take to advance equity in their delivery of services to older adults.
Additional Resources:National Disaster Legal Aid Resource Center: The center offers information for individuals who need legal help, legal aid professionals assisting in disaster relief, and resources to connect pro bono attorney volunteers who want to help. National Consumer Law Center (NCLC)—Disaster Relief & Consumer Protection: NCLC provides resources for consumers and advocates on mitigating the impact of disasters, covering topics like housing relief, avoiding home repair fraud, and utility issues.
The Red Cross: Find an Open Shelter: The Red Cross provides an interactive map to locate open shelters, including warming centers. DisasterAssistance.gov: This resource provides disaster survivors with information, support, services, and a means to access and apply for disaster assistance through joint data-sharing efforts between federal, tribal, state, local, and private sector partners. Ready—Winter Weather: Ready provides information on preparing for and responding to winter weather and provides a social media toolkit for communications.
