    < Back CRAWFORD COUNTY EARLY INTERVENTION Early Intervention services and supports are provided to families, infants, and toddlers with disabilities or at-risk children to maximize the child's developmental potential. Early Intervention (EI) services are designed to help families with children who have disabilities or developmental delays. Sometimes children have difficulties reaching milestones in their development and need some help getting there. EI builds upon the natural learning occurring in those first few years. It is a process that promotes collaboration among parents, service providers, and others significantly involved with your child including family members, friends, or providers the child has regular contact within the community. EI services can enhance a child's development by answering parent's questions about their child's development, enhancing the parent's capacity to meet the developmental needs of the child through daily routines at home and in the community, enhancing the child's development and educational growth, and supporting children with developmental delays so that they can become more independent, thus preventing the need for more costly intervention in the future. Each family has the option to have their child screened to see if there are any concerns with their development or have a full evaluation complete to determine if their child is eligible for Early Intervention services. Early Intervention services are voluntary and are provided at no cost to the family. Crawford County Human Services Early Intervention Department is the starting point for Early Intervention services. A Service Coordinator is assigned to each family to help them coordinate and monitor services. They are the family's central point of contact. Services are provided in the child's natural environment, which includes the family home (this is where services most often occur), daycare settings, and other environments in the child's normal routine. Find a Head Start near you. https://eclkc.ohs.acf.hhs.gov/ Head Start programs help children develop academic and social skills that prepare them for school and life. While enrolled in a high-quality Head Start preschool program, children receive nutrition, health, and support that help them grow mentally, physically, and socially. There is a Head Start program in every county in Pennsylvania. Local agencies receive funding from the federal government to operate as a Head Start grantee and they follow a comprehensive set of Performance Standards that assure high quality. Many Head Start programs offer center-based services where children attend a preschool. In rural areas, Head Start may operate as a home-based program where trained home visitors bring the Head Start program to families in their homes. Families are also offered support to help them obtain services for a variety of needs such as employment or housing. Families who are 100% of the federal poverty level are eligible to apply and the preschool program is free. At least 10% of a Head Start program's enrollment must serve children with disabilities. It operates like preschool Head Start, following a set of federal Performance Standards that assure every child receives high-quality services that help them grow physically, academically, and socially and families obtain needed services to help them become self-sufficient. The program may be offered as center-based or home-based services and is free. Pennsylvania also provides Pennsylvania Early Head Start to a limited number of children and families. OCDEL, through a team of EHS Specialists at the Pennsylvania Key, partners with two community programs to offer EHS home-based services. Services in Lancaster and Lebanon counties are provided by Lancaster-Lebanon Intermediate Unit, and in Lawrence County services are offered by the Children’s Advocacy Center in New Castle. Pennsylvania Youth Survey Since 1989, the Commonwealth has conducted a survey of school students in the 6th, 8th, 10th and 12th grades to learn about their behavior, attitudes and knowledge concerning alcohol, tobacco, other drugs and violence. The ‘Pennsylvania Youth Survey,’ or PAYS , is sponsored and conducted every two years by the Pennsylvania Commission on Crime and Delinquency. As of 2013 PAYS is offered at no cost to all public, private, and charter schools throughout the Commonwealth. Communities That Care (CTC) is an "operating system" that takes communities through a well-defined and structured process to prevent adolescent problem behaviors and promote positive youth development. CTC communities form a broad-based coalition and then collect local data on risk and protective factors shown by research to be associated with delinquency, violence, substance use, and school failure and dropout. After collecting this data the communities identifies 3-5 specific risk and protective factors to focus on, and then seeks evidence-based programs and strategies to address those priorities.
