This includes but is not limited to, planning, development, support, and maintenance of a comprehensive d/a system responsive to local community needs while ensuring compliance with state and federal regulations and guidelines. Of primary importance is maximizing the search and procurement of all available monies from diverse funding sources. Prevention – the primary source of most school-based and community-based programming in the Lackawanna County. Activities include but are not limited to, curricula training in substance abuse, violence prevention, and tobacco; PDE SAP trainers to northeast school districts; support group facilitation at elementary, middle, and high school levels throughout the county; in-service training for school faculties and social service agency staff; community organization in the development of “Partners in Prevention” initiative; parenting programs; sponsor conferences, organize semi-annual multi-media campaigns, and present diversified education and informational programs to the general public. Case Management – the point of entry into the drug and alcohol system for all Medical Assistance eligible clients, former welfare recipients, and the under-insured or uninsured in the county. Services include assessment, level of care determination, referral and placement, case management, and intensive case management. Served as the lead agency in the development of common service management protocols for SCA client populations in the northeast region, in the development of the ACT 53 court protocols in use in local and regional courts, and in the planning, implementation, and support of the county’s drug treatment courts.

    < Back Division of Home Health Care The Pennsylvania Department of Health has published final regulations requiring every home care agency or registry to apply for a license from the department's Division of Home Health before providing "home care services" directly or through independent contractors. The regulations became effective December 12, 2009.Home care services include personal care, assistance with instrumental activities of daily living (IADL), companionship services, respite care, and specialized care that makes it easier for an individual to live independently.The license application process requires the submission of a substantial amount of info rmation, including a civil rights survey, disclosure of ownership and control interest info rmation, a license survey, and other info rmation about an organization's management and operational policies. The regulations include hiring, training, competency testing, criminal background checks, and TB screening requirements for direct care workers and office staff.Any home care agency or registry operating as of December 12, 2009, may continue to operate after that date as long as it (1) applies for a license by February 10, 2010, and (2) complies with the new personnel and consumer rights requirements in the new regulations.
