    < Back Blair County Intellectual Developmental Disabilities & Early Intervention The Southern Alleghenies Service Management Group was established and subcontracted in July 2009 to perform administrative functions for the Developmental Programs and Infant/Toddler Early Intervention Programs in Blair County. Early Intervention (EI) in Pennsylvania is services and supports designed to help families with children who have developmental delays. EI builds upon the natural learning occurring in those first few years. It’s a process that promotes collaboration among parents, service providers, and others who may care for the child. Early Intervention services are provided at NO COST to families. The first step in the process is to contact the Blair County Infant Toddler Early Intervention Program to make a referral.
