Although in operation since 1969, the formal Joinder Board Agreement was established in 1976. The annual flow of events and decisions presented to the Commissioners is driven by the state fiscal year and the state reporting requirements. While the Joinder Board agenda is flexible, anyone can approach the Joinder Board at a public meeting held bi-monthly at 10:00 AM. Meetings for the Citizens Advisory Board are at 4 pm with a hybrid meeting style with in-person attendance in the JVBDS-Large Conference Room, Mifflin County, or via the ZOOM Meeting platform. Service Access and Management, Inc. provides these services through a contractual agreement with the Tioga County Human Services Department. The Base Service Unit assists individuals of all ages with accessing mental health services and supports in Tioga County based on their needs and preferences. The Base Service Unit intake department determines eligibility for various mental health programs and treatment in Tioga County. Intakes may be scheduled Monday-Friday 8:00 AM-4:00 PM and after business hours if necessary . Walk-in appointments are accepted based on availability. Mobile Intake services are provided for individuals as needed. The Guide provides some of the most frequently accessed resources to assist in addressing the unique needs of these populations, such as information about American Sign Language (ASL) courses, home modifications, assistive technology, a foundational organizations directory, and so much more! Development of this guide included input from individuals within the Deaf, DeafBlind, hard of hearing, and hearing communities and will be revised annually by ODP’s Deaf, DeafBlind, and Hard of Hearing Advisory Committee.
